We get a bare lot ready to build on, with the basement dug and the house pad graded. We also install sewer and water lines and dig ponds.

Cloquet sits on the St. Louis River, and part of its west side lies within the Fond du Lac Reservation. A basement hole can stay dry on one lot and fill with water on the next. Large parts of town rest on fast-draining sand, and one soil there carries the town's name: the Cloquet series. The low ground holds peat and muck, where water stands at or near the surface.
Wolf Creek Dirt Works is an excavation contractor serving Cloquet as part of our service area along I-35. Here we handle the basement dig and the sewer and water lines as part of site preparation. On lots past the city mains, we install the septic system to the designer's plan. Call or text (218) 820-9653 for a free estimate.

On October 12, 1918, fire reached Cloquet around 8 p.m. The Minnesota Historical Society says the city, full of frame houses and dry lumber, burned almost flat. Cloquet rebuilt, and about one home in four standing today dates from before 1940, per Census Bureau estimates.
Nearly half of Cloquet's homes were built before 1960, and the median home dates to 1964. About 71 percent are single-family detached houses. New homes come slowly: Census Bureau permit counts show 11 single-family homes in 2024 and 10 in 2025.
In the older parts of town, a dig usually works around a house that already stands. Our demolition work takes down an old garage or shed and hauls off the concrete. A new water or sewer service runs in a trench from the house to the main. In Cloquet, the city water crew inspects that work at the main or in the right-of-way.
When a Cloquet home sells, a city ordinance calls for an inspection of its sump pump and footing drain connections. The rule is part of the city's inflow and infiltration program.
The Cloquet series formed in loamy deposits over gravelly outwash, and the NRCS soil survey rates it somewhat excessively drained. The same survey rates it not limited for homes with basements. Trench walls in sand can cave, so a deep cut needs its sides sloped or braced.
Low ground in and around Cloquet holds peat and muck, such as the Greenwood and Loxley soils. The survey rates them very poorly drained and very limited for basements, since they settle and stay wet. A house pad or a driveway across that ground needs its own plan, worked out at the estimate.
FEMA maps a floodway along the St. Louis River, but most of the city sits in its minimal-hazard Zone X. Carlton County administers the state's Wetland Conservation Act in almost all of the county, though not in Cloquet. Either way, work in a wetland may need a permit, so wet low ground gets a closer look first.
Frost runs deep here too. Minnesota's building code sets the minimum footing depth at five feet in Carlton County, unless a soils engineer decides otherwise. Before the basement dig, our land clearing takes the trees and stumps off the building spot. We can mulch the trees we remove.
Inside city limits, the City of Cloquet's Community Development Department handles building permits. Its Building Official issues the permits and does the field inspections. The city's permit list also includes a grading permit for major changes to the grade. Septic permits, the city says, go through Carlton County.
Carlton County administers its septic ordinance, Ordinance 30, county-wide. A permit comes before any system is installed, replaced, altered, repaired or extended, and it lasts 12 months. In shoreland areas, the county requires a septic compliance inspection at the point of sale or at permit application.
Outside the city, Carlton County Zoning and Environmental Services is the zoning authority for most of the county. It requires a zoning permit for all structures, regardless of size. County shoreland is land within 1,000 feet of a lake or 300 feet of a river or stream. There, filling, grading, excavating and vegetation removal past certain limits need a land alteration permit.
A licensed septic designer draws the plan for the lot. Our septic system installation follows that design, and then the septic inspector checks the work. Sandy Cloquet soils pass water fast, and the NRCS survey rates them very limited for drainfields. Peat and muck rate very limited too, so the design has to fit the ground on your lot.
Highway 33 and Highway 45 both run through Cloquet as state highways. MnDOT has its own permit form for a new driveway or other access point onto a state highway. For a driveway off a county road, check with the Carlton County Transportation Department first.
Our driveway and road building covers new gravel driveways and private roads, from the base up. For a paved drive, we grade the base close to finish, to what we call a broom finish. A paving company then lays the asphalt.
In the NRCS survey, peat and muck rate very limited for roads, on low strength and frost action. We check the route for that ground and for spots where a culvert must carry water under the drive.

We take down old houses, cabins, barns and sheds, and the concrete foundation comes out with them. The debris gets hauled away, and the site is ready for the next build.
