Site Prep, Land Clearing and Septic Systems in Mora

The two soils the federal soil survey maps most often in Mora act in opposite ways. One is loam over sandy outwash that drains fast. The other is stony Milaca loam, where water can rise to 1.5 feet below the surface from April to June. The survey rates both as very limited for a standard septic drainfield, one for fast seepage and one for wetness.

Older houses in town, new houses in the townships

Mora counted 3,665 people in the 2020 Census, and the Census estimate for 2025 is 3,763. Census survey figures put the median build year of the city's homes at 1979. About 15 percent went up before 1940, and about one in four in 2000 or later.

An older lot in town may hold a house or garage that is past saving. Our demolition service takes the building and its concrete foundation down. We haul the debris away, and the lot is ready for the next build. Before a tear-down inside the city, ask the building official what it requires.

In 2025, most new houses around Mora went up outside the city limits. The Census permit survey counted 19 in Arthur, Comfort and Knife Lake Townships, and 2 inside the city. Together, those three townships hold more people than Mora itself. On a wooded rural lot, land clearing comes before the house pad, and we can mulch the trees we remove.

What is the ground like for excavation in Mora?

Mora sits on a patchwork of glacial till and sandy outwash, with wet, flood-prone soils on the Snake River bottom. One soil series in the federal survey even carries the town's name. For basements, the survey rates about half the sampled spots in town as very limited.

The city's permit checklist puts the minimum frost footing depth for this part of the state at five feet. We dig basements and frost footings to the depth on the plans. In the wetter till, the plans may call for drain tile around the footings and a sump. We lay that tile as part of the dig.

For septic, the survey rates about nine in ten sampled spots in town as very limited. Sand lets effluent sink too fast for the soil to clean it. Wet till leaves too little dry soil above the water table. A licensed septic designer tests your soil, and on some lots a designer may call for a mound.

Which office handles permits around Mora?

Inside the city limits, building permits run through the City of Mora's building official. The city's checklist asks for a survey or site sketch, and a soil report if required. The sketch shows the setbacks, the driveway location, the drainage patterns and any silt fence. The checklist also says to be aware of utility easements and to leave the drainage easements open.

Outside the city, the rules split between the township and the county. Kanabec County has no county-wide zoning, so each township runs its own. The county's shoreland ordinance covers land within 1,000 feet of a lake or 300 feet of a river or stream. There, the county requires a building site permit.

Kanabec County requires a septic permit before a new system goes in. The application goes to the county's Environmental Services office with a design from a licensed septic designer. Once the county issues the permit, we install the system to that design.

New driveways on Mora's highways and county roads

Highway 65 and Highway 23 both run through Mora, and a driveway onto either one takes a MnDOT permit. MnDOT's corridor study recommends a series of single-lane roundabouts on Highway 65 between the Snake River and Mora Lake. Construction is planned to begin as early as 2030.

On a county highway, the Kanabec County Highway Department requires a permit before a new driveway entrance is built. Its standards call for side slopes of 4 to 1 or flatter and 3 inches of compacted gravel on top. The county gives 90 days from the permit date to finish the entrance. Inside the city, the checklist also lists a driveway deposit and a culvert to discuss.

Once the entrance is approved, we build gravel driveways and private roads with a class 5 gravel surface. For a paved driveway, we grade the base close to finish, and a paving contractor lays the asphalt. Before any digging, a locate ticket goes in through Gopher State One Call at 811. Minnesota law asks for at least 48 hours of notice, and weekends and holidays do not count.

Mora FAQ

Questions We Hear Around Mora

A few of the questions we hear most around Mora. If yours is not here, call or text and ask.

Call (218) 820-9653

Is my lot near the Snake River in a floodplain?
Mora has no digital FEMA flood map. The city's floodplain ordinance uses flood maps dated 1977 and 1978, kept on file at the Community Development Department. In a floodplain district, the city requires a permit before fill goes in or material comes out. Ask the city before you plan a dig near the river.
What does excavation for a new home near Mora cost?
The work on your lot sets the price. Near Mora, a basement in the wetter till may need drain tile and a sump. Out in the townships, the soil test sets the septic design, and a long driveway adds base and gravel. Call or text, and we put a free estimate for your lot in writing.
What time of year suits dirt work around Mora?
The ground freezes from about November to April, so digging slows in winter. Spring jobs get planned in February and March. Each spring, Kanabec County also puts seasonal load restrictions on county highways. On the till, spring water can sit within 6 to 18 inches of the surface from April into June.
Do you work outside the Mora city limits?
Yes. Arthur, Comfort and Knife Lake Townships all touch the city, and all three sit inside our service area. That area reaches about 50 miles around Sturgeon Lake. Call or text (218) 820-9653 with the address of the lot.
Who drills the well on a rural lot near Mora?
A licensed well driller drills the well, and the Minnesota Department of Health regulates wells. We prepare the site and install the water line from the well to the house. Call or text early, and we line up the dig with the driller and the septic designer.
